Constructs a table that reflects a specified top list.

return:

The table that corresponds to the provided request times.

array	$requestTimes	The request times that should be used in the table. The key should be the requested uri, the value should be the value for that uri. The first entry will be displayed on top, the second below the first and so on.
Header	$header	The header that should be used for the table.
